According to this article in the Sun, the Tropicana has hired a branding/marketing firm to help them re-make their image to go after the value conscious consumer.

Perhaps a market that was becoming more and more under-served on The Strip but not sure if this was the lifeboat that customers were hoping for,

I hope this is mis-reported. Investing in understanding your customer is always wise, but they no more need to "remake their image to focus on the value conscious consumer" than McDonalds does. They've got one of the great old-vegas brands (along with Sahara, Flamingo, and the dear departed Stardust). What they need to do first is understand, operationally, what is important to their core customer and how to cost-competitively provide that. But promotionally? The room prices and the location on the strip do most of the selling.
I don't think they have a core customer, anymore. I think it sounds like they are tryng to say that they're competing on price with the Ex, but don't have anything fo the kids. "Our aim is classic, run down Vegas. And we are aiming to reach the market that is drawn to that." Maybe they'll hire MIckey Rourke as their spokesman.
